Captain, Delaware State Police, retired Managing member and lead consultant for ALETC, LLC

Dr. Warren is a twenty-two year veteran of the Delaware State Police, retiring in 2005, as the Director of Training, for the Division of State Police in Delaware. Captain Warren, during his career, served as a uniform trooper, patrol commander, Director of Community Services, Director of Planning and Troop Commander. Dr. Warren is a certified Master Instructor and also served as the Administrator for the Delaware Council on Police Training. Captain Warren has received numerous awards during his career, including the State Police Exceptional Performance Award, Rotarian of the Year, Friend of Highway Safety Award, United States Air Force Commander’s Medallion, Delaware Technical and Community College’s Award for Outstanding Alumni and is a Rotary International Paul Harris Fellow.

Captain Warren is a U.S. DOJ certified anti-terrorism training program instructor and specializes in prevention and response training for all types of active shooter, and organizational security threats. Dr. Warren retired in 2021 after 13 years as a full professor and the program chair, for the Masters in the Administration of Justice and Masters in Homeland Security programs at Wilmington University. Dr. Warren has written numerous articles on leadership development and organizational performance. Dr. Warren is currently finishing the second edition of Police Academy, and is also working on his latest book Take Us to The Top: The Twenty-five Steps to Success, which focuses on the criticality of both individual and team performance to organizational success. Dr. Warren is currently preparing his new leadership development and performance management program, which focuses on providing comprehensive, decision based organizational leadership training, to all members of organizations, regardless of position, rank or seniority. Dr. Warren also presents on a variety of subjects critical to effective public safety operations today, ranging from Strategies for Successful Strategic Planning, to Advanced LE Ethics and De-escalation Techniques, to Understanding Implicit Bias and the Prevention of Disparate Police Services.

Dr. Warren holds his Doctorate Degree in Vocational Education from Temple University. He also holds an Associate’s Degree in Police Science, a Bachelor’s Degree in Criminal Justice, a Bachelor’s Degree in Behavioral Science, a Master’s Degree in Supervisory Management, and is a graduate of Northwestern University’s School of Police Staff and Command. He is a past long serving member of the International Association of Chiefs of Police, Police Administration Committee. Dr. Warren also provides expert case analysis and testimony related to civil litigation involving both individual and organizational malfeasance. Dr. Warren’s clients have included the State of Delaware, Las Vegas Metro PD, West Palm Beach PD, Delaware State Auditor’s Office, State of New Jersey, Chester County Department of Emergency Services, Frederick County Sheriff’s Office, University of Delaware PD, the United States Pentagon, and numerous local, regional and national law firms.
